Allan Tarsis Munaaba is a Ugandan football administrator and former professional footballer who currently serves as Chief Executive Officer of URA FC. He has built a long association with the Tax Collectors, first as a player and captain before transitioning into football administration following his retirement.

As a player, Munaaba operated primarily as a left back and spent more than a decade associated with URA FC. His playing career also included spells with SC Villa and BUL FC. During his time with URA, he became an influential member of the squad and served as team captain, contributing to one of the club’s most successful periods.

Munaaba’s honours with URA include Uganda Premier League titles and Uganda Cup victories, alongside other domestic and regional silverware. His longevity, leadership and contribution to the club established him as one of URA FC’s notable former players.

He retired from professional football in 2020 and subsequently transitioned into administration. In September 2021, URA FC appointed him Acting Chief Executive Officer, replacing Henry Mayeku. He subsequently established himself in the CEO role, overseeing the club’s administrative and football operations.

Munaaba combines his football experience with an academic background in business, finance and marketing. His transition from player to administrator has enabled him to apply both sporting and business-management experience to URA FC’s operations.

Under his administrative leadership, URA FC has continued pursuing greater professionalisation. In 2025, FUFA announced that URA FC had received international recognition from FIFA after its strategic-plan proposal was selected among the winning submissions in the FIFA Club Management and Professionalisation Programme.
